Why this matters in ship finance
Flag is not a back-office choice. It sits in the security package (mortgage registration, enforcement path, recognised jurisdiction), in insurance and class, and in how counterparties judge governance risk. Open-register dynamics affect where owners place tonnage, how EU policy treats those flags, and therefore how a lender documents and enforces a ship mortgage.
Key findings
The study compares open and national registers and the economic effects of vessel registration choices, including flag-State duties under international conventions. It is a policy and economics text rather than a term-sheet guide: use it for the institutional backdrop to flag selection, not as a substitute for loan documentation.
